General Information
General Provisions
Raye's common real assets may be made available for development. Generally, and except for individual homes, Raye's real assets may only be owned by the community. Developers need to be members of the community and to present relevant qualifications. While unable to afford significant budgets, the people of Raye extend their gratitude to those members willing and able to dedicate work and creativity to the development of our living realm.
Development needs and priorities are determined by the rotating members of the Council, while larger undertakings could require a community-wide vote. Development projects may have the contract awarded and negotiated directly, or they may be posted by the Office in the form of Request for Proposals (RFP)
Development is subject to ongoing reviewing by the community for its transparency and relationship with the community's
Elements.

Development types
Development contracts differ in the way they compensate for the developer's work: with straight pay or with a lease.
For the "pay" type, RCU payments are made at the main stages of completion of the work.
For the "lease" type, the developer is compensated with a 1-3 year lease to use the property and retain any income that it could yield (e.g. payments for content or ads).
The developer assumes the property dues (for utilities and transportation infrastructure), which usually run at u180/yr for a property on a rural acre or an average lot in the village. Contingent on Raye's necessities and leaseholder's performance, the lease may be renewable indefinitely.
Certain development projects may involve a hybrid, "pay" + "lease" type of contract.

Withdrawal
Raye may withdraw the award of the development contract, and any included lease, either because of (1) insatisfactory work quality or untimely completion, or (2) for cause of the work (i.e.content) being in disunion with, or misrepresenting the community's
Elements (also refer to
Office › Content). Prior to a withdrawal being considered, the Office would notify the developer to rectify the problematic issues.
Should a development contract be withdrawn for cause (1), the developer would be paid for the work to date; if the development is a "lease" type, an estimated, "pay" type equivalent amount would be paid and the lease would be withdrawn.
Should a contract be witdrawn for cause (2), no payment may be made and any payments already made may be claimed back, and any lease would be withdrawn. The developer's standing within the community may also be subjected to reassessment (also see
Funds › Ownership and Parting).
In the case of the developer being unable to complete the work for own reasons, the developer may be paid half of the amount for cause (1), above.
